The Government of Assam has invited applications from eligible inter-caste marriage couples under the scheme titled “Financial Incentive for Inter-Caste Marriages under PCR Act, 1955 and SC/ST (PoA) Act, 1989” for the calendar year 2024 (January to December 2024). Under this scheme, eligible couples will receive a one-time financial assistance of ₹2.50 lakh, deposited as a fixed deposit jointly in the name of the couple (the woman’s name appearing first) in a Government/Nationalized Bank. The amount will be locked for three years without any pre-mature encashment facility.

Assam Inter Caste Marriage Scheme 2024 Details

Applicants must fulfill the following eligibility conditions:

  • Caste Combination: One spouse must belong to a Scheduled Caste (SC) and the other to a General Caste (Hindu).
  • Marriage Period: The marriage should have taken place between 1st January 2024 and 31st December 2024.
  • Marriage Certificate: Must be issued by the Sub-Registrar Office.
  • First Marriage Condition: Incentive is applicable only for first marriages. A certificate from a Gazetted Officer must confirm that it is the first marriage of both spouses.
  • Income Limit: The combined annual income of the couple must be ₹5 lakh or below.

Mandatory Documents to be Submitted

  • Applicants must attach self-attested copies of the following documents along with the application form:
  • Digital Caste Certificate of the SC spouse issued by the Deputy Commissioner.
  • Proof of General Caste of the other spouse in the form of an affidavit from a Notary.
  • Marriage Certificate from the Sub-Registrar Office.
  • Income Proof:
    • (i) Digital Income Certificate from the Circle Officer (for unemployed persons).
    • (ii) Salary Statement signed by employer (for private sector employees).
    • (iii) FinAssam Salary Statement (for government employees).
    • (iv) Affidavit from Notary if the wife is a homemaker.
  • ID Proofs: Aadhaar Card and PAN Card of both spouses.
  • Residence Proof: Voter ID / Driving Licence / Ration Card of both spouses.
  • Joint Photograph of the couple.
  • Note: Opening of joint bank accounts of eligible inter-caste marriage couples will be initiated by the concerned department after verification.
  • Step 1: Check Eligibility
  • Before applying, ensure that:
  • One spouse belongs to a Scheduled Caste (SC).
  • The other spouse belongs to a General Caste (Hindu).
  • The marriage took place between 1st January and 31st December 2024.
  • The couple’s combined annual income is ₹5 lakh or below.
  • This is the first marriage of both individuals.
  • Step 2: Obtain the Application Form
  • You can get the official application form from either of the following sources:

  • Download it from the official website:

  • Step 3: Fill in the Application Form
  • Carefully fill in all required details, including:
  • Personal information of both spouses
  • Caste details
  • Marriage registration number and date
  • Income details
  • Bank account information (joint account will be opened later by the department)
  • Make sure to sign and date the form properly.
  • Step 4: Attach Required Documents
  • Enclose self-attested copies of all mandatory documents:
  • Digital Caste Certificate (SC spouse) issued by the Deputy Commissioner.
  • Proof of General Caste (affidavit from Notary) for the other spouse.
  • Marriage Certificate issued by the Sub-Registrar.
  • Income Certificate / Salary Statement of both spouses.

  • Step 5: Submit the Application
  • Submit the filled application form with all documents to the Directorate of Welfare of Scheduled Castes, Assam.
  • The application must reach the office on or before 30th November 2024.
  • Late or incomplete applications will not be accepted.
  • Step 6: Verification & Bank Account
  • After document verification, the department will initiate the process of opening a joint bank account (the woman’s name will appear first).
  • The ₹2.50 lakh financial incentive will be deposited as a fixed deposit for 3 years, with no premature withdrawal allowed.
